Central Waqf Council
Central Waqf Council is a statutory body under the administrative control of the Ministry of Minority Affairs was set up in 1964 as per the provision given in the Waqf Act, 1954 as Advisory Body to the Central Government on matters concerning the working of the Waqf Boards and the due administration of Auqaf.
However, the role of the Council was expanded significantly under the provisions of the Waqf (Amendment) Act, 2013. The Council has been empowered to advise the Central Government, State Governments and State Waqf Boards. It will now issue directives to the boards/ State Government to furnish information to the Council on the performance of the board particularly on their financial performance, survey, revenue records, encroachment of Waqf properties, Annual and Audit report etc under section 9 (4) of the act.
The Council consists of Chairperson, who is the Union Minister In charge of Waqf and such other members, not exceeding 20 in number, as may be appointed by the Government of India. Presently Shri Mukhtar Abbas Naqvi, Union Minister of Minority Affairs is the ex-officio Chairperson of the Central Waqf Council. The 10th Council was constituted on 12th May 2011 as per provision given in Sub Section (1) and (2) of Section 9 of the Waqf Act, 1995.
Major Function
- To advise Central Government, State Governments, State Waqf Boards on matters concerning the working of the Boards and due administration of Auqaf.
- To monitor the implementation of the provisions of Waqf (Amendment) Act, 2013 in States and UTs.
- To render legal advice on protection and retrieval of the Waqf Properties and for removal of encroachment etc.
- To implement the Scheme for Development of Urban Waqf Properties & Identification of potential Waqf land for development by National Waqf Development Corporation Ltd.
- To implement Educational and Women Welfare Schemes for skill development and to empower the poor, especially Women.
- To implement the Scheme of Computerization of the State Waqf Boards records, a Central sector scheme of Ministry of Minority Affairs.
- To seek necessary information from the State Government/Boards on the performance of the State Waqf Boards as per the provision given in the Waqf (Amendment) Act, 2013.
- To take up the Waqf matters with various departments of Central and State Governments such as ASI, Railways, Revenue and Forest etc.
- To undertake awareness programmes to promote the interest of the Council and to sensitize the Waqf institutions about their new roles and responsibilities.
Shahari Waqf Sampatti Vikas Yojana
Shahari Waqf Sampatti Vikas Yojana (Former Scheme for Grants-in-aid to Waqf Development of Urban Waqf Properties)
The Scheme for the Development of Urban Waqf Properties was launched by the Council in 1974-75 with the Grant-in-Aid of the Government of India with a view to augment the resources of the Waqf Institutions and for better realization of the objectives of the Waqif appreciating the response the scheme is containing.
Under this scheme the Council has been providing loan assistance through the respective State Waqf Boards for taking up economically/commercially viable buildings on Waqf land, such as commercial arcades, Marriage halls, Hospitals, Cold Storage etc.
The Ministry of Minority Affairs, Government of India has been providing annual Grant -in -Aid under for this specific purpose. After Evaluation of the Scheme for Grants-in-aid to Waqf Development of Urban Waqf Properties,it has been renamed as Shahari Waqf Sampatti Vikas Yojana and continuation during the period 2017-18 to 2019-20.

The Council has decided to implement following two programmes;
- Coaching for the Muslim Students for competitive examinations for jobs which are based at graduation level in consultation with Jamia Millia Islamia, New Delhi, Jamia Hamdard, New Delhi and Aligarh Muslim University (AMU), Aligarh.

Quami Waqf Board Taraqqiati Scheme (QWBTS)
(Former Scheme of Computerization of Records & Strengthening of State Waqf Boards)
On the recommendation of the Joint Parliamentary Committee on Waqf, a Central Sector Scheme of “Computerization of the Records of State/UT Waqf Boards” was launched by the Ministry of Minority Affairs,Govt. of India in December 2009 and after evaluation of the Scheme it is further continuing during 2017-18 to 2019-20 Financial Year. Now the Scheme has been renamed as “Quami Waqf Board Taraqqiati Scheme (QWBTS)”. The Central Waqf Council, New Delhi has been made the Nodal Agency for implementation of the Scheme.
Maulana Azad Education Foundation
The Foundation was established on the occasion of Maulana Abul Kalam Azad’s birth centenary celebrations. His eventful life was packed with outstanding achievements in the diverse fields. He was towering figure on the Indian political scene and a scholar rated high in the realms of Urdu Literature.
To this, he added a trend-setting innings as a journalist. But his greatest claim to fame was his contribution as a thinker with a world vision and humanist outlook. A dogged freedom fighter and an un-failing upholder of secular and democratic values.
The Foundation is a voluntary, non-political, non-profit making social service organization, established to promote education amongst educationally backward sections of the Society. It is fully funded by the Ministry of Minority Affairs, Govt. of India. The Honorable Minister of Minority Affairs is Ex-Officio President of the Foundation. It was registered under the Societies Registration Act, 1860 on 6th July 1989.
The General Body of the Foundation consists of 15 members out of which six members are ex-officio including the President, MAEF and rest nine members are nominated by the President, MAEF. The management of the Foundation is entrusted with its Governing Body, which consist of six members (including President, MAEF) selected from amongst the members of the General Body.
Objectives of the Scheme: –
To provide basic educational infrastructure and facilities in the area of concentration of educationally backward minorities which do not; have adequate provision for elementary, secondary schools and Sr. Sec. Schools / Jr. Colleges / Professional &; Vocational Training Institutes.
Purpose for which Grant-in-Aid is provided: –
- Financial assistance for construction/expansion of Schools working for the educationally backward minorities.
- Financial assistance for purchase of Science/Computer lab equipment/furniture for the Institutions working for the educationally backward minorities.
- Financial assistance for purchase of equipment / construction / Expansion of Vocational Training Centre/ITI/Polytechnic working for the educationally backward minorities.
- Financial assistance for construction of Hostel building in the institutions working for the educationally backward minorities.
- Financial assistance construction/Expansion of D. Ed/B.Ed. College working for the educationally backward minorities.
- Financial assistance for construction of Toilets in the Schools assisted by MAEF.
Hazrat Sheikh Khwaja Syed Moinuddin Hasan Chishti
Hazrat Sheikh Khwaja Syed Moinuddin Hasan Chishti (RA) (also spelled as Moinudeen, Moin-ud-din, Muinuddin) popularly known as “Gharib Nawaz” (Benefactor of the poor) was one of the most influential saints of the Indian subcontinent, and an international spiritual inspiration who lived during the 6th Century AH (12th Century AD).
He introduced and established the Chishti order in South Asia and significantly contributed to the spread of Islam in undivided India. The life and mission of Khawaja Saheb has been of an exceptional character. His simple teaching penetrated even a stony heart, his affectionate look silenced the fiercest of his enemies. He spread the message of universal love and peace.
He chose the path of non-compulsion in the true spirit of the Holy Quran, which says : “Let there be no compulsion in religion, but by the persuasion of Allah”. Khawaja Moinuddin Chishti (R.A.) followed this dictum strictly throughout his mission. His teachings were later reinforced by succeeding Chishti Sufis, who became religious pioneers for the national integration of our country.
Dargah Khwaja Saheb, Ajmer is managed by Ministry of Minority Affairs Government of India through Dargah Committee. Nazim & CEO appointed by Govt. of India excersices delegated powers of Dargah Committee.
Dargah committee is a statutory body constituted under the Central Act no 36; Dargah Khwaja Saheb Act.1955 Passed by Indian Parliament.
National Waqf Development Corporation
National Waqf Development Corporation Limited is an Indian government agency under Ministry of Minority Affairs. This will undertake development of Waqf properties for the community welfare particularly for Muslims in India. The prime minister Man Mohan Singh unveiled it on 28 January 2014. It has been established as a follow up of the recommendations of Sachar committee report. It works in a joint venture with the States and UT’s waqf boards and the Mutawallis. It will have the status of Central Public-Sector Enterprises.
Waqf means a permanent dedication of a person professing Islam of any movable or immovable property for any purpose recognized by Muslim law as – auspicious, religious or charitable
Wakif is a person donating property. Once the property is donated the donor loses all the rights over the property and such property cannot be transferred, mortgaged, or alienated without permission of the Waqf board.
