MINISTRY OF MINORITY AFFAIRS SCHOLARSHIP SCHEMES

 

PADHO PARDESH

SCHEME OF INTEREST SUBSIDY ON EDUCATIONAL LOANS FOR OVERSEAS STUDIES FOR THE STUDENTS BELONGING TO THE MINORITY COMMUNITIES.

The objective of the scheme is to award interest subsidy to meritorious students belonging to economically weaker sections of notified minority communities so as to provide them better opportunities for higher education abroad and enhance their employability.

 

SCOPE

This is a Central Sector Scheme to provide interest subsidy to the student belonging to the communities declared as minority communities in terms of section 2 (c) of National Commission for Minorities Act, 1992, on the interest payable for the period of moratorium for the Education Loans under the Scheme of Interest subsidy on Educational Loans for Overseas Studies to pursue approved courses of studies abroad at Masters and M.Phil./Ph.D. levels.

ELIGIBILITY

i) The student should have secured admission in the approved courses at Masters, M.Phil. or Ph.D. levels abroad for the courses mentioned at Para-14.

ii) He/ She should have availed loan from a scheduled bank under the Education Loan Scheme of the Indian Banks Association (IBA) for the purpose.

Students should apply for the benefits under the scheme during 1st year itself of the course. Fresh applications received during 2nd year or subsequent years will not be accepted in any case.

iv) Preference will be given to those applications which are covered under lower rate of interest by various banks for each State/UT to their quota.

v) Payment of financial benefit may be linked with Aadhaar Number if available. In this regard, Gazetted Notification S. O. 2409 (E) dated 14th June 2017 issued under Section-7 of Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) published dated July 31, 2017 may be referred.

 

INCOME CEILING

i) Total income from all sources of the employed candidate or his/ her parents/guardians in case of unemployed candidate shall not exceed Rs. 6.00 lakh per annum.

ii) Income certificate issued by the competent authority in the State/ Union Territory should be submitted in support of income shown by a candidate.

 

SCHEME OF MAULANA AZAD NATIONAL FELLOWSHIP FOR MINORITY STUDENTS

Objective

The objective of the Fellowship is to provide integrated five-year fellowships in the form of financial assistance to students from minority communities, notified by the Central Government, to pursue higher studies such as M. Phil and Ph.D.

The Fellowship will cover all Universities/Institutions recognized by the University Grants Commission (UGC) under section 2(f) and section 3 of the UGC Act and will be implemented by the Ministry of Minority Affairs through UGC for students belonging to the minority communities.

The fellowship under Fellowships awarded to research students pursuing regular and full time M. Phil and Ph.D. courses. The fellowship holders under this Fellowship will be known as Ministry of Minority Affairs scholars.

 

Scope of the Fellowship

The Fellowship will cater to the requirements of the minority community students pursuing research studies leading to regular and full time M.Phil. and Ph.D. courses only and equivalent research degree in universities, research institutions and scientific institutions within India. This will enable them to be eligible for employment to the posts with M.Phil. and Ph.D. as prerequisites, including the posts of lecturers in various academic institutions.

 

Implementing Agency

UGC will be the nodal agency for implementing the Fellowship. UGC will notify the Fellowship by releasing suitable advertisement in the newspapers, internet, webpage & other media.

 

Eligibility

A candidate has to fulfill the following conditions to be eligible for award of this fellowship:-

(i) He/she should belong to one of the minority communities notified under Section 2 (c) of the National Commission for Minorities Act, 1992.

(ii) He/she should get admission and registration for regular and full time M.Phil./Ph.D. courses in University/Academic Institution by fulfilling conditions of admission of that University/Institution, subject to provisions of the Fellowship as per advertisement of UGC.

(iii) The minority community students once considered eligible for the fellowship shall not be entitled to benefits under any other source, Central or State Government or any other body like UGC for the same study.

(iv)Prior clearance of CBSE-NET/ CSIR-NET examination will be a prerequisite for award of Maulana Azad National Fellowship for minority students for M.Phil./Ph.D.

(v) In order to qualify for the award of JRF/ SRF the UGC norms would be applicable at pre M.Phil and pre-Ph.D. stage, respectively, including the minimum score of 55% at post graduate level.

 

 

NAYA SAVERA:

FREE COACHING AND ALLIED SCHEME FOR THE CANDIDATES/STUDENTS BELONGING TO MINORITY COMMUNITIES

The scheme aims to empower the students belonging to minority communities and prepare them for competitive examinations, so that their participation in government and private jobs improves. The scheme provides financial support for free coaching to notified minority students in selected coaching institutions.

 

OBJECTIVES

The objectives of the scheme are to assist students belonging to the notified minority communities by way of special coaching for the following: –

(i) Qualifying examinations for admission in technical/ professional courses such as engineering, medical, law, management, information technology etc. and language/aptitude examinations for seeking admission to foreign universities and

(ii) Competitive examinations for recruitment to Group ‘A’, ‘B’ and ‘C’ services and other equivalent posts under the Central and State governments including public sector undertakings, banks, insurance companies as well as autonomous bodies.

 

COURSES FOR COACHING

The courses for which the coaching will be imparted shall be as follows:

(i) Competitive examinations conducted by the Union Public Service Commission (UPSC), State Public Service Commissions, the Staff Selection Commission (SSC) and the various recruitment agencies like Railway Recruitment Boards (RRBs.), Banking Services Recruitment Boards etc. for Group A, B and C posts.

(ii) Officers’ Grade examinations conducted by Banks, Insurance Companies and Public-Sector Undertakings (PSUs);

(iii) Entrance Examinations for admission in Engineering/Medical courses, Professional courses like CAT, CLAT, MBA etc. and any other such disciplines as Ministry may decide from time to time

 

ELIGIBILITY CRITERIA FOR CANDIDATES/ STUDENTS

(I) Candidates must have secured the requisite percentage of marks in the qualifying examination prescribed for admission into the desired courses/recruitment examinations.

(ii) Only candidates belonging to the notified Minority Communities, having total family income from all sources not exceeding Rs.6.00 lakh per annum, will be eligible under the Scheme. The organization/implementing agency need to obtain income certificate from the concerned student/candidate issued by the competent authorities in the respective States/UTs.

(iii) Benefits of coaching under the scheme can be availed by a particular student only once (except residential coaching programme for preparation of Civil Service Exams) irrespective of the number of chances he/she may be entitled to in a particular Competitive Examination. The coaching institution will take an Affidavit from the student that he/she has not taken any benefit under this Scheme.

In respect of residential coaching for preparation of Civil Service Exams, benefit of the scheme can be availed by a particular student maximum two times. However, only 50% coaching fees prescribed for the course will be granted to the organizations/institutions in respect of repeaters students.

(v) Students who have taken residential coaching for composite preparation Civil Services exam will not be eligible to get benefit under “Nai Udaan” Scheme of the ministry.

(vi) Students/Candidates covered under the scheme shall have to attend all classes. In the event of any student remaining absent for more than 15 days, without any valid reason or leaving the coaching midway, the entire expenditure incurred on the candidate will be recovered from the institute/student/candidate concerned.

(vii) 30% of the numbers sanctioned for coaching shall be earmarked for girl students/candidates. In case, the sufficient number of eligible female candidate/ students are not available the remaining slots will be filled by male students/candidates with prior permission/intimation to the Ministry.

 

NAI UDAAN

Support for minority students clearing prelims conducted by Union Public Service Commission, State Public Service Commissions and Staff Selection Commission.

Objectives

The objective of the Scheme is to provide financial support to the minority candidates clearing prelims conducted by Union Public Service Commission, Staff Selection Commission and State Public Service Commissions to adequately equip them to compete for appointment to Civil Services in the Union and the State Governments and to increase the representation of the minority in the Civil Services by giving direct financial support to candidates clearing Preliminary Examination conducted by Union Public Service Commission (UPSC); State Public Service Commissions (SPSCs) for Group A and B (Gazetted Post) and Staff Selection Commission (Combined Graduate Level) for Group ‘B’(Non Gazetted posts).

Implementing Agency

Ministry of Minority Affairs will be the implementing agency and only candidates belonging to notified Minority Communities who clear the Prelim examinations conducted by UPSC; SPSC or SSC etc. and fulfill all other eligibility criteria and conditions will be considered for financial support under the scheme.

Eligibility criteria

Eligibility criteria and conditions of the Scheme will be as follows:

i) The candidate should belong to one of the Minority Communities notified under Section 2 (C ) of National Commission for Minorities Act, 1992 and should have passed the Civil Services Prelims Examination conducted by Union Public Service Commission (UPSC); State Public Service Commissions (SPSCs) for Group A and B (Gazetted Post ) and Staff Selection Commission (Combined Graduate Level) for Group ‘B’(Non Gazetted posts).

ii) Total family income of the candidates from all sources should not exceed Rs. 6.0 lakh per annum.

iii) The financial support can be availed by a candidate only once. The candidate will not be eligible to benefit from any other similar Scheme of the Central or State Governments /UT Administrations. In case the candidate decides to opt for other Schemes; he/she will have to forgo the claim from this Ministry and refund the amount if already availed with 10% interest. He / she needs to give an affidavit to the effect, that he /she is not availing such benefit from any other source.
